Today, the civilian population of Gaza is facing a humanitarian crisis of unprecedented severity and scale.<\/p>\n<p>In addition, attacks carried out by Palestinian armed groups <a href=\"https:\/\/www.timesofisrael.com\/14-kids-under-10-25-people-over-80-up-to-date-breakdown-of-oct-7-victims-we-know-about\/\">have killed<\/a> approximately 1,200 people and taken hundreds of Israelis and foreigners hostage, including children, and continue to hold over 130 <a href=\"https:\/\/www.france24.com\/en\/middle-east\/20240115-%F0%9F%94%B4-live-us-downs-missile-fired-from-yemen-at-american-warship\">hostages<\/a> inside Gaza. Armed groups in Gaza have continued to <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/egypt-seeks-broker-gaza-ceasefire-hamas-israel-assert-demands-2023-12-21\/\">indiscriminately fire<\/a> rockets at population centers in Israel, <a href=\"https:\/\/www.haaretz.com\/israel-news\/2023-11-20\/ty-article-magazine\/.premium\/students-evacuated-from-the-northern-border-are-back-in-school-in-jerusalem\/0000018b-e938-d6b8-a5ab-ed7a0ee70000\">disrupting children\u2019s classes<\/a> at school and displacing and threatening the lives and well-being of civilians. Hostage-taking and indiscriminate attacks constitute <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/10\/israel-palestinian-armed-groups-must-be-held-accountable-for-deliberate-civilian-killings-abductions-and-indiscriminate-attacks\/\">violations<\/a> of international humanitarian law and must cease immediately.<\/p>\n<p>Humanitarian agencies, human rights advocacy groups, United Nations officials, and over <a href=\"https:\/\/news.un.org\/en\/story\/2023\/12\/1144717\">153 Member States<\/a> have called for an immediate ceasefire. However, Israel continues to use explosive weapons and munitions in densely populated areas, resulting in severe humanitarian consequences for the population of Gaza. World leaders have urged the Israeli government to reduce civilian casualties, but Israeli military operations in Gaza continue to kill people at an unprecedented rate, according to recent <a href=\"https:\/\/palestine.un.org\/en\/253284-gaza-unprecedented-and-unparalleled-civilian-death-toll-guterres\">statements<\/a> by the UN Secretary-General. Member States have a legal responsibility to use all possible means to ensure the protection of civilians and respect for international humanitarian law. The last lifeline in Gaza\u2014a humanitarian response funded by the international community\u2014has been paralyzed by the intensity of hostilities, including attacks on humanitarian convoys, recurrent disruptions to communication services, damaged roads, restrictions on essential aid, an almost total ban on commercial goods, and a bureaucratic process for sending aid to Gaza.<\/p>\n<p>Israel\u2019s military campaign has destroyed a large portion of Gaza\u2019s homes, schools, hospitals, water supply infrastructure, shelters, and refugee camps; these indiscriminate bombings, as well as the repeated disproportionate harm to civilians they systematically cause, are unacceptable. The UN High Commissioner for Human Rights has <a href=\"https:\/\/www.ohchr.org\/en\/statements-and-speeches\/2023\/12\/opening-statement-un-high-commissioner-human-rights-volker-turk\">warned<\/a> of the \u201cincreased risk of atrocity crimes\u201d being committed in Gaza and has called on all States to prevent such crimes from occurring. Since this call, the humanitarian crisis in Gaza has only worsened:<\/p>\n<ul><li>Over 25,000 Palestinians, including at least 10,000 children, have been killed in less than four months, according to the Ministry of Health. Thousands more are buried under the rubble and presumed dead.<\/li><li>Over 62,000 people have been injured, many of whom have suffered permanent injuries that will leave them with lifelong disabilities; among them, over 1,000 Palestinian children have been forced to undergo amputations of their upper or lower limbs.<\/li><li>An undetermined number of Palestinian civilians, including children, have been illegally detained, according to the UN, and must be released.<\/li><li>Palestinians continue to be killed almost daily in areas to which the Israeli government has instructed them to flee. During the first week of 2024, an Israeli airstrike killed 14 people\u2014mostly children\u2014near an area designated by Israeli forces as a \u201chumanitarian zone.\u201d<\/li><li>Over 85 percent of Gaza\u2019s population, approximately 1.9 million people, have been forcibly displaced. Many followed Israel\u2019s orders to move south and now find themselves trapped in tiny areas lacking everything, unable to sustain any form of human life, and which have become breeding grounds for disease.<\/li><li>More than half a million Palestinians in Gaza are facing famine, and over 90 percent of the population is experiencing acute food insecurity, the highest proportion ever recorded by a technical humanitarian agency tasked with assessing evidence-based food insecurity.<\/li><li>Over 70 percent of Gaza\u2019s homes, a large portion of its schools, and its water and sanitation infrastructure have been destroyed or damaged, leaving the population with very little access to clean water.<\/li><li>No medical facility in the enclave is fully operational, and those that are partially functioning are overwhelmed with trauma cases and affected by shortages of medical supplies and doctors. Over 300 medical workers have been killed.<\/li><li>Over 167* humanitarian workers in Gaza have been killed by Israeli bombings, more than in any other conflict this century.<\/li><\/ul>\n<p>Gaza is now the most dangerous place in the world for a child, a journalist, and a humanitarian worker. These conditions have created a situation of total despair within Gaza, leading senior humanitarian officials to declare that the necessary conditions for an appropriate humanitarian response in Gaza no longer exist. This will not change as long as the siege, bombings, and fighting continue. The United Nations recently <a href=\"https:\/\/reliefweb.int\/report\/occupied-palestinian-territory\/hostilities-gaza-strip-and-israel-flash-update-90\">described<\/a> humanitarian access in January as a \u201csignificant deterioration.\u201d Israeli forces have repeatedly denied permission for humanitarian convoys to reach areas north of Wadi Gaza, where the population is at the greatest risk of famine.<\/p>\n<p>In recent weeks, senior Israeli officials have begun calling for the expulsion of Palestinian civilians from Gaza. Forced transfer within Gaza and the deportation of part of the population beyond its borders, without any guarantee of return, would constitute a serious violation of international law, amounting to an atrocity crime.<\/p>\n<p>We demand an immediate ceasefire and call on all States to end the transfer of arms that could be used to commit violations of international humanitarian law and human rights. The UN Security Council must fulfill its responsibility to maintain international peace and security by adopting measures to halt the transfer of arms to the Israeli government and Palestinian armed groups and to prevent the transfer of arms that risk being used to commit international crimes, and this immediately.<\/p>\n<p>All States have an obligation to prevent atrocity crimes and to promote respect for the norms that protect civilians.
