Their primary responsibility is to prevent the commission of atrocity crimes and to exert effective political pressure to end the relentless bombings and the restrictions that hinder the secure delivery of humanitarian aid.

For months, everyone in the Gaza Strip has faced a critical level of food insecurity: the proportion of the population experiencing a food crisis is the highest ever recorded on the IPC scale, the Integrated Food Security Phase Classification. For months, families have been drinking unsafe water and going days without food. The healthcare system has completely collapsed amid a peak in epidemics and severe injuries caused by relentless bombings. Recently, at least twenty children have died from acute malnutrition, dehydration, and related diseases. As the food and health situation deteriorates further each day, the number of people dying from hunger and illness will only increase if humanitarian access continues to be blocked by Israeli authorities. The UN has warned that the population is on the brink of famine.

While states have recently intensified airdrops of aid to Gaza, humanitarian professionals emphasize that this method of delivery alone is in no way capable of meeting the immense needs in the enclave.

2.3 million people surviving in disastrous conditions cannot be fed and cared for by airdrops.

Airdrops cannot provide the same volume of humanitarian aid as land transport. While a convoy of five trucks can carry approximately 100 tons of food and essential survival supplies, the latest airdrops have only delivered a few tons each. Airdrops are also extremely dangerous for civilians seeking aid: in Gaza, at least five people have been killed by falling humanitarian aid packages. Humanitarian assistance cannot be improvised: it must be delivered by professional teams with expertise in organizing distributions and vital care services. Aid delivery must have a human face—not only to properly assess the needs of the affected population but also to restore hope and dignity to a traumatized and desperate population. After enduring five months of relentless bombings in dehumanizing living conditions, the children, women, and men of Gaza deserve more than insufficient charity dropped from the sky. While all humanitarian aid arriving in Gaza is welcome, air and sea routes must be considered a complement to land transport and cannot in any way replace aid delivered by road.

It is important to note that some of the states conducting airdrop operations also supply arms to Israeli authorities, including the United States, the United Kingdom, and France. States must not exploit humanitarian aid to circumvent their responsibilities and obligations under international law, including the prevention of atrocity crimes. To fulfill their obligations under international law, states must halt all arms transfers that risk being used to commit international crimes. They must also take serious measures to impose an immediate ceasefire, ensure unimpeded humanitarian access, and hold perpetrators accountable.

Third-party states have recently announced efforts to open a maritime corridor from Cyprus, including the creation of a floating port off the coast of Gaza that will not be operational for several weeks. Entire families are dying of hunger and cannot wait for coastal infrastructure to be built: to save their lives, trucks loaded with food and medicine, currently barred from entering Gaza, must be allowed in immediately. Furthermore, shipments from Cyprus to distribution points around Gaza will face the same obstacles currently encountered by aid convoys from Rafah: persistent insecurity, a high rate of access denials by Israeli forces, and excessive wait times at Israeli checkpoints. Therefore, its creation will have no real impact on the catastrophic humanitarian situation unless it is accompanied by an immediate ceasefire and full, unimpeded access to all areas of the Gaza Strip. The lack of transparency regarding the entity responsible for the infrastructure and security of aid delivery on land also raises concerns: states must ensure that the maritime corridor does not legitimize a prolonged Israeli military occupation of the Gaza Strip instrumentalizing aid delivery.

Amid this dramatic context, we recognize that all aid is necessary, but we warn of the potentially devastating consequences of creating a dangerous precedent leading to the degradation of land-based humanitarian access and the continuation of hostilities. The appropriate humanitarian response to the immense needs in Gaza is unimpeded access for personnel and pre-positioned humanitarian aid that has been waiting for months on the Egyptian side of the border. So far, Israeli authorities are the only ones deciding whether 2.3 million people in Gaza can eat, receive care, and have a roof over their heads: this situation cannot remain unchallenged. Humanitarian organizations have the logistical capacity to assist Palestinians in Gaza; all that is missing is the political will of states to enforce access.

Humanitarian organizations urge third-party states to urgently use their influence to secure an immediate ceasefire and compel Israeli authorities to end their deliberate blockade of humanitarian aid in all areas of the Gaza Strip, including the full opening and lifting of restrictions at the Rafah, Kerem Shalom/Karam Abu Salem, Erez/Beit Hanoun, and Karni crossing points. We reiterate that only an immediate and permanent ceasefire can enable the massive increase in the flow of humanitarian aid needed to alleviate the suffering of 2.3 million people in the Gaza Strip.

Signatories:

Action Aid International

American Friends Service Committee

Amnesty International

Association of Italian NGOs

CCFD-Terre Solidaire

CISS - Cooperazione Internazionale Sud Sud

DanChurch Aid

Danish House in Palestine

Danish Refugee Council

HelpAge International

Humanity & Inclusion - Handicap International

IM Swedish Development Partner

International Federation for Human Rights INTERSOS

Medical Aid for Palestinians

Mennonite Central Committee

Médecins du Monde International Network

Médecins Sans Frontières France

Oxfam

Plan International

Première Urgence Internationale

Secours Islamique France

Terre des Hommes Italy

War Child Alliance

Welfare Association

["facebook","twitter","linkedin","email","copy
["GET
