Attacks that kill or injure civilians, including humanitarian and health personnel, are occurring at a devastating frequency.

Yet, despite widespread condemnation, serious violations of the laws of war too often go unpunished.

This status quo is shameful and cannot continue.

In 2023, tens of thousands of civilians were killed or injured in armed conflicts. Humanitarian worker deaths doubled compared to the previous year. The toll for 2024 – the number of people killed, injured, detained, and kidnapped – is already staggering.

The overwhelming majority of recorded attacks against humanitarians are inflicted on local staff. Women-led organizations and female humanitarian personnel face specific and often heightened risks.

The impact on the mental health of civilians and humanitarians has reached unprecedented levels.

Yet, parties to the conflict continue to flout the laws designed to protect civilians, including humanitarians, and civilian property.

This year, on the occasion of World Humanitarian Day, we call on all States, parties to armed conflicts, and the entire international community to:

End attacks against civilians and take active measures to protect them – as well as the essential civilian infrastructure they depend on.

Protect humanitarians, including local and national actions (people, premises, assets), and facilitate their work, as called for by United Nations Security Council Resolution 2730 adopted last May.

Hold perpetrators accountable. Those responsible for violations of international humanitarian law (IHL) cannot remain unpunished.

We should not have to wait for an annual event such as World Humanitarian Day to remind all parties to an armed conflict and all States of their obligations under international humanitarian law.

Respect for international humanitarian law must be upheld daily, regardless of the situation. It is non-negotiable and admits no exceptions.

It is essential that all parties to an armed conflict and all States uphold their obligations and leverage their influence to ensure compliance with the laws of war and minimize human suffering.

Respecting these obligations is not merely a matter of statements, but requires immediate and decisive action.

Turning a blind eye when humanitarians are targeted only emboldens those seeking to hinder their work. This only increases food insecurity, child malnutrition, forced displacement, the spread of infectious diseases, and other threats. The immediate effects of these threats are not limited to conflict zones but often extend far beyond.

We will continue to respond to humanitarian crises around the world, but the situation demands that we adopt a united stance to call for the protection of our staff, our volunteers, and the civilians we serve.

Photo: MdM France

Signed by 413 international organizations

["facebook","twitter","linkedin","email","copy
["GET
