A survey was conducted by NGOs including Médecins du Monde, Oxfam, Islamic Relief, and ActionAid. It revealed the systematic refusal and restriction by Israeli authorities in the delivery of aid, essential goods, and services, both at the entry to Gaza and within the territory, despite the provisional measures issued by the ICJ on January 26, 2024. No concrete action has been observed to address the needs and improve the dire humanitarian conditions in Gaza. This inaction has led to a worsening of the crisis, in flagrant violation of the ICJ’s ruling. The non-compliance with these measures occurs in the context of large-scale Israeli attacks. These offensives have caused the deaths of numerous civilians. They have also destroyed essential civilian infrastructure, including hospitals and health facilities.
The delivery of essential goods such as food, water, fuel, shelter, and sanitation and hygiene equipment has fallen well below the minimum required for the survival of Palestinians.
In a survey, 35 NGOs shared their operational experience in Gaza from the ICJ’s ruling on January 26, 2024, until the ceasefire agreement that began on January 19, 2025:
- 93% of the humanitarian organizations surveyed were forced to relocate their operations at least once, primarily due to displacement orders imposed by Israeli authorities and military offensives.
- 82% of organizations report a deterioration in the conditions for delivering supplies over the course of 2024.
- 72% of the humanitarian organizations surveyed report material damage to their premises due to ground or air attacks by Israeli forces at least once since January 26, 2024. Many organizations report multiple attacks.
- 94% of humanitarian workers from the surveyed organizations were displaced at least once, and many of them multiple times.
“Although aid is finally beginning to enter in a more proportionate manner, the humanitarian situation in Gaza remains catastrophic, and the coming weeks will be crucial. Faced with massive destruction, including 90% of buildings destroyed and a nearly collapsed healthcare system, only an immediate and lasting ceasefire will enable a vital humanitarian response.”
Nadja Pollaert, Executive Director of Médecins du Monde Canada
The report also highlights the failure of third-party states to prevent the atrocities committed against Palestinians, particularly the risk of genocide. It underscores that some states continue to supply arms to the Israeli government while refraining from condemning violations of international law or taking concrete measures to prevent these violations.
NGOs are demanding sustained and unhindered humanitarian access and are calling on the international community to urgently address the ongoing violations of international law committed by Israeli authorities.
