L’espace civique — cette capacité à s’exprimer, à s’associer, à se mobiliser librement — et l’espace humanitaire, qui permet d’apporter une aide impartiale et indépendante aux populations qui en ont besoin, sont étroitement liés. L’un protège l’autre. Ensemble, ils forment le socle sur lequel repose la solidarité. Mais ce socle est aujourd’hui fragilisé par une menace plus discrète que les lois restrictives ou les discours de stigmatisation : la surveillance numérique.

Un contrôle technologique

Suivre des communications. Repérer des réseaux de mobilisation. Catégoriser des individus ou des organisations. Appuyer des décisions de modération ou d’exclusion. L’intelligence artificielle donne à ces pratiques une apparence de neutralité — alors qu’elles demeurent, en réalité, profondément politiques.

Au Canada, ces dynamiques touchent déjà la liberté d’expression, la confidentialité des communications et la capacité des organisations de la société civile à documenter, à témoigner, à se mobiliser.

Pour les actrices et acteurs humanitaires, les enjeux sont tout aussi concrets : collecte de données, traçage, restrictions d’accès aux outils numériques — autant de facteurs qui peuvent fragiliser la sécurité des personnes accompagnées et la capacité d’agir en toute indépendance.

Qu’est-ce que cela signifie, pour nous, ici, maintenant?

C’est la question que nous poserons lors de notre conférence annuelle, avec des expertes et experts qui étudient, défendent et vivent ces enjeux au quotidien.
