In March 2024, following the adoption of a motion in the House of Commons, the Canadian government had nevertheless committed to adopting a clear policy to restrict arms exports.
In September 2024, former Minister of Foreign Affairs, Mélanie Joly, even stated, “There are no Canadian weapons or weapon components that will end up in Gaza.“
This data confirms that arms transfers continued throughout 2024 and 2025, using permits issued before the suspension announced in January 2024, and that new permits were even granted.
- Nearly 400 military shipments documented between October 2023 and July 2025 (parts for F35s, munitions, military equipment)
- Shipments from 7 Canadian cities to major Israeli manufacturers (Elbit Systems, Elta Systems, WaldyTech, Snunit Aviation, NIRON Systems)
- Nearly 100 international flights carrying Canadian military material to Israel, including 64 commercial flights where military cargo was placed beneath civilian passengers (confirmed by supplier Nexeya)
- New permits granted in 2025 for mortars sent to the United States but destined for Israel, officially “not intended for Gaza“
In a context of genocide and famine, Canada’s decision to continue transferring arms to Israel, under the assurance that “these are not intended for use in Gaza,” is a choice to turn a blind eye, a choice of complicity.
By maintaining these transfers, Canada is violating both its domestic legislation and its international obligations under the Geneva Conventions and the Arms Trade Treaty.

ON THE SALE OF CANADIAN ARMS TO ISRAEL:
Canadian arms exports to Israel increased from less than $5 million in 2011 to over $32 million in 2023, representing a $27 million increase in arms over a decade. On March 18, 2024, the House of Commons adopted a non-binding motion to suspend arms exports to Israel. Since this motion, despite a supposed pause on new permits (January 8, 2024), $18.9 million in exports were recorded in 2024.
Despite these statements and our repeated requests, recently released information shows that Canada has not ended its military support to Israel and has even continued to transfer arms.
