PETITION: Access to public health coverage for all pregnant women living in Quebec

Following Minister Dubé’s refusal to implement a program for free perinatal care for uninsured pregnant women residing in Quebec, Doctors of the World and its partners continue their mobilization.

PETITION: Access to public health coverage for all pregnant women living in Quebec

Since the adoption in June 2021 of Bill 83, all children living in Quebec have the right to benefit from the health insurance coverage of the Régie de l’assurance maladie du Québec (RAMQ), regardless of their or their parents’ migration status.

Despite this progress, access to sexual and reproductive health services for women remains a major issue, with the various negative impacts documented.

We welcome and support the petition filed by the Liberal Party with the support of Québec Solidaire, calling for Public coverage of health care during the perinatal period for all pregnant women living in Quebec, regardless of their migration status, a petition to be signed by November 6.

For access to public health coverage for all pregnant women living in Quebec

Considering that every year, hundreds of women living in Quebec and contributing to the province’s development through their presence and skills are excluded from RAMQ coverage due to their precarious migration status and give birth without having had access to prenatal care;

Considering that the lack of access to basic care and the absence of adequate management of pregnancy-related care increase the risks of complications and undermine the health and safety of mothers and their children;

Considering that the absence of a concrete solution complicates the work of healthcare staff by creating complex and serious situations that could have been avoided and that the health system will pay later in care and interventions for what it does not invest in prevention now;

Considering that for three years, expert stakeholders on the issue have agreed on the need to implement a program guaranteeing access to perinatal care for pregnant migrant women with precarious status;

Considering that the Perinatal and Early Childhood Action Plan 2023-2028 of the Government of Quebec and the World Health Organization affirm the importance of prenatal care for the health of women and unborn babies;

We, the undersigned, call on the Government of Quebec to provide public health coverage during the perinatal period for all pregnant women living in Quebec, regardless of their migration status.
